​​​​​​​​​​​​​​​Brampton remains a high growth area within the Greater Toronto Area. Brampton is required to comply with the Provincial Growth Plan in directing growth throughout the city. As part of the City’s Strategic Plan (2013) staff is committed to providing financial stability to the City. This means that new growth "pays for itself", to the fullest extent possible, to reduce the impact on existing taxpayers.

2014 Background Study and Draft By-laws:

The City’s last review of its Development Charges By-laws was completed in 2009. As per the requirements of the Development Charges Act, (DCA) municipalities are required to undertake a Background Study before approving new Development Charge By-laws and implementing new DC rates. Unless stated otherwise or appealed, the term of a Development Charge by-law expires after five years. In recognition of this, in 2013, and with its By-laws set to expire (in August 2014), the City of Brampton initiated the preparation of a new Development Charges Background Study.

Public Meeting: In May 2014, the City released its updated Background Study and updated draft By-laws for public review. A Public Meeting was held on June 11, 2014 to present the findings of the updated 2014 Development Charges Background Study. A report and presentation was tabled at the public meeting.

Approval of Background Study, By-Laws and Rates: Commentary received at the Public Meeting was nominal, allowing the Background Study, By-laws and DC rates to proceed to a ‘Recommendation Report’ for final endorsement and approval.

Council considered staff’s final recommendations on the 2014 Development Charges Review at its regular meeting of Council on June 18, 2014. A li​nk to the Recommendation Report can be found here.

Council subsequently endorsed the 2014 Development Charges Background Study, and approved the seven (7) DC by-laws. These by-laws can be found here . The rates associated with the Background Study and By-laws have been calculated and can be found here.

Effective Date:
As per the Recommendation Report, and as reported at the Public Meeting, the effective date of the new by-laws shall be Friday, August 1, 2014.

Transportation Master Plan:

A key input into the drafting of the Background Study is the updating of the City of Brampton’s transportation plan. The Planning and Infrastructure Services Department are in the process of updating the Transportation Master Plan, 2014. The portions of this plan that contribute to the Background Study have been completed. The balance of this project remains ongoing, for completion, in late 2014.

School Boards Development Charges Reviews:

The two school boards enacted new Education Development Charges By-laws on June 17 [DPCDSB} & June 18 [Peel DSB], 2014. These by-laws came into effect on July 1, 2014. For more information, please contact them directly.
