Transparency & Openness in Decision Making and Member's Duties
1. Members
shall endeavour to conduct and convey Council business and all their duties in
an
open and transparent manner other than for those decisions which by virtue
of legislation
are authorized to be dealt with in a confidential manner in
closed session, so that
stakeholders can view the process and rationale which
was used to reach decisions, and the
reasons for taking certain actions.
Commentary
Various statutes,
City by-laws, policies and procedures, as well as, decisions of courts and
quasi-judicial tribunals form the basis of decisions made by City Council. Unless prohibited by legislation of by-law,
Members of Council should clearly identify to the public how a decision was
reached and upon which law, procedure and policy their decision was based.
